    HI SHEAR CORP. #HS92000-6  INSET COUNTER SINK CUTTER FOR 3/16" RIVETS  THESE TOOLS WERE PURCHASED AT A GOV. SALE. THESE CUTTERS CUT A SPACE TO INSET THE HEAD OF THE RIVET TO MAKE IT FLUSH.  Some have grind marks.
    NO VISIBLE SIGNS OF WEAR.
    FYI -- GRIND MARKS OR ENGRAVING come about when the gov. issues a tool, it is engraved with some numbers by the person it is issued to.  Usually Before the tool is sold by the government the numbers are ground off, making grind marks.
